“Municipal Systems of Culture. Experiences of Participatory Cultural Policy in Brazil” is the theme of yet another POLObs seminar that will take place on February 21st, at 4 pm, in the ICS meeting room. Fernando Chagas, from Instituto Cultural Abrapalavra, is the guest researcher for this session.
Municipal Cultural Systems are instruments for organizing and planning cultural actions in Brazilian cities. Through them, it is possible to develop, with the participation of civil society, management and cultural organization structures in addition to enabling human and financial resources for the development of local culture. In this seminar, the experience of the municipal culture systems in the State of Rio de Janeiro will be presented, and their scope and limits will be reported.
Fernando Chagas is a PhD student in Cultural Sciences at the Institute of Arts and Humanities at the University of Minho. He is a member of the Research Group on Identities and Intermedialities (G2i), being a member of the editorial committee of journal 2i. He holds a master’s degree in Social Policy from Universidade Federal Fluminense (UFF) and a degree in letters. He is dedicated to the artistic activities of music, theater and storytelling and also to the study of cultural management and public policies for culture. He coordinated the Tribal Culture Point on Wheels of Animation – Cabo Frio / RJ (2010/2014). Worked as a teacher in the Teacher Education Program in Education through Work at the Polytechnic Institute of UFRJ (2011-2012). He was a member researcher at EMERGE – Research and Production Center in Communication and Emergency, linked to the Social Communication Course (2012-2014) at Universidade Federal Fluminense (UFF). He was an art educator in the Comunicarte Project of the Petrobras Community Program (2015). He acted as a facilitator at the Rio de Janeiro State Department of Culture in the development of the culture plans of its municipalities (2015/2016).
He is a consultant for the Imersão Latina Institute in the following projects: Pompéu memory point, Taquaraçu de Minas memory point and Abrapalavra Cultural Institute in the Histories of life: social cartographies project in Zona da Mata Mineira. He coordinated the Casulo project: School of Culture and Community Tourism in Sabará-MG (2017). He was the municipal secretary of culture of Cabo Frio (2018). He is one of the organizers of Candeia – International Festival of Artistic Narration and “Sons da Cidade”: International Guitar Exhibition, projects carried out in the city of Belo Horizonte (2019).
He is currently part of the artistic research team at the Instituto Cultural Abrapalavra in Belo Horizonte.
