Abstract
In this chapter, we critically consider electronic monitoring’s potential to constitute a holistic response for (re)integration, (re)settlement, and reducing reoffending. To this end, we discuss the multiple faces of electronic monitoring, mobilising the examples of two European jurisdictions (England and Wales and Portugal) to illustrate how the use of this penal instrument varies widely across different contexts. Then, we evidence the complex layers of electronic monitoring, by analysing its intricate effects on decarceration, cost-efficiency, reoffending, desistance, and individuals’ lived experiences. In the end, we reflect upon what is currently needed to move towards framing electronic monitoring as a holistic response.
