Joaquim de Sousa Pereira Leitão, PhD student in the area of Geography, specializing in Physical Geography and Environmental Studies, is a Master in Political Science and International Relations – Specialization Area in Globalization and Environment, from the Faculty of Social Sciences and Humanities, at the New University of Lisbon, and Auditor of the National Defence Course, from the National Defence Institute (IDN), among others. He is an Assistant Professor at the Atlântica University and Guest Professor at the Lusófona University of Porto, in the areas of Security Management, Emergency and Civil Protection.
Appointed to several positions of relevance to the Protection and Rescue sector, namely as President of the National Civil Protection Authority (ANPC), in 2016, Deputy to the Secretary of State of Internal Administration, in 2016, Deputy Director of the Military Health Service School (ESSM), in 2014, Municipal Director of the Municipal Directorate of Civil Protection and Rescue (DMPCS), of the Lisbon City Council, in 2011, Commander of the Lisbon Fire Brigade Regiment (RSB), in 2008, 2nd National Operational Commander, of the National Command of Rescue Operations, of ANPC, in 2006, Councillor of ANPC, in the Council of Representatives for the Defence of Forestry against Fires, in 2006.
He was part of the National Authority for Forest Fires in 2005 (ANIF) and was seconded to the Office of the Secretary of State for Internal Administration (SEAI) to carry out studies and monitor the National Plan for the Defence of Forestry against Fires. Member of the jury for the tender for the provision of services in the area of emergency and forest fire prevention and combat, for a set of airborne resources.
