The first Permanent Seminar on Communication and Culture Policies 2020 is already scheduled: on January 16, at 4 pm, in the meeting roomof the ICS, Claúdia Sousa Leitão will address the theme “Creative Economy and Sustainable Development: Challenges and Perspectives of Creative Enterprises in Brazilian cities”.
According to the guest, “despite the lack of public policies for the Creative Economy in Brazil, a large contingent of young people, who are now on the outskirts of Brazilian cities, have been working formally and informally in the cultural/creative sectors. This creativity manifests itself above all, from the (re)invention of social technologies, often produced in an environment of precariousness and social need”.
It is in this context that the UN declares 2021 as the international year of the Creative Economy for sustainable development. Given this, Claudia Sousa Leitão asks “to what extent this decision may impact public policies for the Creative Economy of the countries of the great south?”. This will certainly be one of several issues that will be discussed at the next session of this Permanent Seminar.
Cláudia Sousa Leitão holds a PhD in Sociology from Sorbonne, Université René Descartes (Paris V). She is Professor of the Professional Master in Tourism Business Management at the State University of Ceará, where she participates in the Unified Research Group on Tourism and Hospitality Studies. She is a member of the Network of Researchers on Cultural Policies (REDEPCULT) and of the Editorial Board of the virtual publication Cultural Policies in Review/UFBA. As a researcher, she was an ad hoc consultant to the National Council for Scientific and Technological Development (CNPq). At the State University of Ceará created and coordinated the Specialization in Cultural Management and the professional master in Tourism Business Management, and was also coordinator of the academic master in Administration, focusing on Micro and Small Business Management. She was superintendent of the National Service for Commercial Learning (SENAC) in Ceará (2001-2002) and Secretary of Culture of the State of Ceará (2003-2006). The Culture in Motion Program: Secult Itinerante, created under her management, earned her first place in the Culture Living Award, from the Ministry of Culture (MinC), in the Public Management category. She was responsible for the creation of MinC’s Secretary of Creative Economy (SEC) and was her first manager from 2011 to 2013; she was municipal secretary of Culture and Tourism of the municipality of Aracati, Ceará, also. Cláudia Sousa Leitão has published several books and scientific articles, highlighting the themes of creative economy, culture, development, tourism and public policy and management. She is a consultant in Creative Economy for the World Trade Organization (WTO) and the United Nations Conference on Trade and Development (UNCTAD), as well as for SEBRAE, federal, state and municipal governments, companies and other organizations. She currently directs the Fortaleza Observatory (Municipal Governance and Public Policy) of the Fortaleza Planning Institute (IPLANFOR) and is president of the Creative Economy Sectorial Chamber at the Ceará State Development Agency (ADECE).
